HJ 610 Restoration of Voting Rights

The perennial attempt to provide a direct way for rehabilitated former felons to restore their civil rights failed to pass the House for another year. There are over 300,000 citizens in the Commonwealth who have paid all debts, completed their sentences, pay taxes and contribute to society who still do not have their voting rights. Only the Governor can restore an individual’s rights.

SB 747 Non-discrimination in State Employment

A bill attempting to guarantee that all people are safe from discrimination when hired by the state narrowly passed the Senate, but was defeated in a House General Laws Subcommittee. Delegate Carr was a co-patron of this measure and one of only two votes in favor of the bill in the House.

HB 2321 Virginia iFile Program to Remain in Use

With the signing of the Virginia Free File Agreement, the General Assembly agreed to eliminate the iFile program – a state-run internet portal that allowed taxpayers to file electronically without a private intermediary for free at a very low cost to the state. HB 2321 was an attempt to re-negotiate the Free File Agreement to allow for continued use of iFile. Unfortunately, this bill never made it through the House Finance Committee and iFile is no longer available to the public. HB 2425 High Capacity Gun Magazines Banned from Transfer

This bill would have prohibited the sale, trade, barter or transfer of any high capacity gun magazine with 20 or more rounds. Gun violence is a grave concern for the citizens of the 69th district. The bill was defeated in House Police Militia and Public Safety Committee. See a news spot about the bill in the from CBS 6.
