HB 835 Nonpartisan Redistricting Commission
One of Delegate Carr’s first bills would have put in place a nonpartisan commission to draw new lines for Legislative districts for the 2011 redistricting session. Every ten years, the General Assembly redraws the lines for its districts to reflect the shifts in population over the past decade. Because the current process is subject to partisanship, redrawn districts can effect elections. Unfortunately, this bill and others with a similar purpose were defeated in the Privileges and Elections Committee.
HB 836 Social Security Numbers and State Agencies
This bill would have banned state agencies from requiring citizens to give them the last four digits of their social security numbers unless absolutely necessary. The bill was defeated in a General Laws subcommittee.
HB 839 Literary Fund; fines collected and deposited in Fund.
HB 839 aimed to correct a systemic problem with the collection of fines in Virginia. In some instances, fines like traffic violations are collected only by localities and not by the Commonwealth. These fees, if correctly deposited, would provide a needed influx of revenue to the Literary Fund that provides for education. Unfortunately, this bill was left in the House Courts of Justice Committee.
